Online Gambling Growing in Russia

Russian government officials said there is a rise of "surrogate" gambling technologies, such as lottery machines and Internet gambling, three months after some restrictions were imposed on the industry. 

"We are seriously concerned about the rise of surrogate technologies," Moscow deputy mayor Sergei Baidakov said during a media briefing.

The deputy mayor said nearly a third of Moscow's 525 casinos and slot machine halls have opened "lottery parlors" to sell instant lottery tickets, whilst the number of Internet cafes providing access to online gambling resources has risen three times since July.
Since July 1, gambling has been confined to four special zones.

Government threats to clamp down on gambling began in 2006 under then-president Vladimir Putin. Putin is now the Russian prime minister, but, the former KGB operative is believed to run the government, nonetheless. 

Deputy mayor Baidakov said the budget had suffered little from the disappearance of gambling, with tax revenues down 0.5 percent.
"It's nil,” he said.

"We understand that the hotel would like to offer limited games by the first of October," Bulla said. "But as a regulatory agency we have to be absolutely certain that every I is dotted and T is crossed under the statute and rules and regulations governing The Greenbrier's casino operation.”

As prosperity returns, Macau casino operator plans share offering

As the fortunes of casino operators show signs of rebounding after a poor start in June, a leading Macau casino proprietor Melco Crown Entertainment Ltd. is moving forward with big plans to raise up to $220 million by issuing American Depositary Receipts (ADRs).
Yesterday, the company said it would offer 37.5 million ADRs, each of which represents three regular shares, but didn't say how much money it hoped to raise. It has an option to issue an additional 3.75 million ADRs depending on consumer demand
The firm's shares already trade on Nasdaq. On Tuesday, they closed down $5.15, down 12 cents.


Melco Crown, a joint venture between Hong Kong-listed Melco International Ltd. and Australia's Crown Ltd., runs the Altira Macau and City of Dreams, which accommodates a Grand-Hyatt, a Hard Rock cafe-style casino and hotel and 420,000 square feet of casino floor with 520 gambling tables – which is located right across the street from Sheldon Adelson's giant Venetian Macao casino-resort project in Macau's Cotai area.
Macau stock market analysts are closely watching City of Dreams' performance as an indicator of whether the Cotai area, a once-barren strip of reclaimed land south of Macau's traditional gambling center, can become a new driver of growth, as backers like founder Adelson are forecasting.

Million increase in revenues seen at West Virginia casinos

Blackjack, Caribbean Stud and Big Six propelled Wheeling Island Hotel-Casino-Racetrack and Mountaineer Casino Racetrack and Resort earn total gambling revenues of $455.1 million in 2008 -- an increase of nearly $60 million in one year.

That is $56.4 million more than the $398.7 million the two tracks earned for the prior year.

According to Jim Simms, president and general manager of the Wheeling Island track, the popularity of table gambling at his facility drove the earnings. His company is preparing to face increasing competition from Pennsylvania casinos in 2009.

Since last January, the Wheeling track has earned $195.1 million from slots and table gambling, whilst Mountaineer earned $260 million from slots and table gambling.

Counting just slot machine revenue, Wheeling Island earned $159.5 million in 2008, while Mountaineer grossed $208 million.

Officials with Wheeling Island and Mountaineer said they needed to see the table gambling measures approved to offset possible huge losses of revenue when Pennsylvania slots went online, as most slots customers came from Pennsylvania.

Officials said table gambling allowed the tracks to overcome the losses of slot machine revenue and establish gains in overall revenue. Wheeling Island's total revenue for 2008 is $22.4 million more than 2007, while Mountaineer's increased by $34 million.

The two tracks have combined to earn $1,207,668 from Big Six, $28,346,183 from blackjack, $627,213 from Caribbean Stud, $16,890,575 from craps, $1,734,791 from four card poker, $2,988,547 from let it ride, $467,246 from pai gow, $15,384,010 from poker, $898,101 from poker tournaments, $8,648,393 from roulette, $8,041,452 from three card poker, $2,245,159 from Texas hold 'em and $62,646 from mini bac.

Simms said the Wheeling track profited from the introduction of table gambling.

"Table gambling has created a great deal of excitement here in Wheeling. ... We have definitely benefited," he said.

Indian tribes in Texas move to reopen casinos

Rep. Norma Chavez, (D-El Paso)  drafted a bill that would allow the Tigua tribe in El Paso and the Alabama-Coushatta tribe near Livingston to reopen casinos that were closed by court order when the state voiced opposition to them. The tribes say they need the money generated from gambling for health care, education and other tribal necessities.

"We have seen success," said Carlos Hisa, lieutenant governor for the Tigua tribe, the Ysleta del Sur Pueblo of El Paso.  "Hopefully we can get it done this year."

He's been at the Capitol for earlier legislative sessions to ask that the tribe be allowed to resume its revenue-producing poker and bingo.
Chavez produced similar legislation two years ago, but that bill failed on a rare tie vote of 66-66 in the Texas House. This time, the House is more closely divided with a 76-74 Republican majority and possibly more votes for Indian casino legislation, Chavez said.

The prospects in the Senate are less clear, and Republican Gov. Rick Perry.  Texas' social conservative Republicans — a reliable voting block  — has opposed gambling legislation. Perry is poised to fight the more moderate U.S. Sen. Kay Bailey Hutchison in the 2010 Republican gubernatorial primary.

Chavez said she hopes the Tiguas don't get caught in "political crossfire" over gambling.

The tribes argue that because Texas created a state-run lottery it opened the door for Indian casino gambling on federally recognized tribal lands.

The Tiguas operated the Speaking Rock Casino from 1993-2001. The tribe produced $60 million annually for the tribe's members. The Alabama-Coushatta ran their East Texas casino for only nine months before it was closed in 2002, generating $1 million a month.

Currently the Kickapoo tribe in Eagle Pass is the only one of the three Texas tribes operating a casino. It is governed by the Indian Gaming Regulatory Act — not the more restrictive Restoration Act that applies to the Alabama-Coushatta and Tiguas — according to the Texas Attorney General.

Sens. Rodney Ellis  (D-Houston) and John Carona (R-Dallas) are expected to soon proposed another large casino gambling bill that would allow non-Indian destination casinos to operate in certain parts of the state. Indian casinos are expected to be covered in that bill again as well. The same legislation failed in 2007.

Members of the El Paso legislative delegation say they hope the omnibus casino bill is viewed as a possible revenue generator for the state. Chavez said she and the Tiguas will support all bills that allow for the reopening of the tribe's casino. Tigua tribal members and others from El Paso spent Tuesday meeting with newly appointed legislative committee chair.

Suzii Paynter, director of the Texas Baptist Christian Life Commission, said a measure of the bill could allow other Indian tribes besides the three with reservations in Texas to enter the state and try to set up casinos based on their historical ties to Texas.

Indiana may expand gambling

Worried about new competition from Kentucky and Ohio, Indiana politicians are studying the state's gambling industry to see how best to position the casinos and preserve state revenue.

Though the Kentucky General Assembly failed to pass a bill last month to allow slot-like video terminals at racetracks, Indiana officials think the commonwealth will eventually act to stop Indiana riverboats from siphoning dollars from Kentuckians' pocketbooks.

Ohio Gov. Ted Strickland, meantime, announced Friday that he will sign an executive order authorizing video lottery terminals at the state's racetracks. He said he will order the Ohio Lottery to move quickly to have the terminals installed as a way to shore up state revenues.

"The foremost issue we need to look at is the possible competition from other states," said Rep. Trent VanHaaften, the chairman of the House Public Policy Committee.

"We have to look at how we deliver gaming in Indiana," added Van Haaften, D-Mount Vernon. "We need to see how it should look in 2010, as opposed to how it was seen back in 1993," when the state's casino law passed.

The promise of new jobs is raising interest in passing a plan to expand gambling in Ohio.
Unemployment in Ohio has soared above 10 percent. A decline in income-tax revenue has set off a battle over balancing the state budget that lingers nearly four months into the fiscal year. Casinos could raise nearly $1 billion for the government’s coffers.
The latest Ohio Newspaper poll, conducted by the Institute for Policy Research at the University of Cincinnati, found that 59 percent of registered voters support Issue 3 on the Nov. 3 ballot.
Some are worried that the enthusiasm may not translate into support at the polls, said Herb Asher, an emeritus political science professor at Ohio State University.


"What we've seen in the past is that gambling issues do well early on in the campaign, and then all of those voices weigh in and support erodes very sharply," he said. "What you've got this year is the economy, the idea of keeping dollars in-state, and the growing awareness that there's gambling all around us having an impact."
This year's gambling referendum asks voters to amend the Ohio Constitution on such casino issues as the parcels on which casinos could be built; how to distribute a 33 percent casino tax to counties, cities, schools and gambling regulation and drug treatment services; and the $300 million in ongoing state license fees and minimum investments required for each facility.

Tribal gaming revenues soaring by $1 billion a year, industry reports Tribal gaming revenues in the U.S. may exceed those of the 12 leading commercial gambling states, including Nevada, in the short-term, according to industry experts.

Just last year, tribal gambling brought in more than $26 billion while commercial gambling revenue totaled $34 billion, said Frank Fahrenkopf, the president and Chief Executive Officer (CEO) of the American Gaming Association. “For a number of years now, tribal gaming revenues have been growing faster than the commercial side of gaming,” Fahrenkopf said.

Tribal casino revenues may continue to increase by more than $1 billion a year, forecasted Michael Anderson of Washington, D.C., the former deputy assistant secretary of Indian Affairs at the Interior Department.

The economic growth is dramatically changing lives. Citizens of the United Auburn Indian Community used to live in poverty in northern California, sleeping in cars or hunkering down in rundown houses with plastic sheets for windows.

But, in five short since the opening of the Thunder Valley Casino near Lincoln, Calif., the 275-citizen tribe has left the squalor for upscale housing, opened a pre-kindergarten to 12th-grade school and have provided citizens with comprehensive health care coverage.
Tribal casinos profit reports are confidential, but Nevada gambling experts estimate that Thunder Valley takes in $500 million to $600 million annually and probably exceeds the revenue of all the casinos in Reno.

With the sovereignty of the Auburn Indians, Thunder Valley doesn’t have to pay California taxes on the profits that flow into the tribal treasury. Tribal citizens each get a per capita share of the profits, as long as they have a high school diploma or GED and have taken courses in finance.
A tribal spokesman said that the Auburn Indians have become one of the most generous philanthropic organizations in northern California, donating $1 million to Sutter Auburn Faith Hospital.

“This is their hospital, the one that they went too primarily to the emergency room, because they didn’t have their own doctors,” Doug Elmets, the tribal spokesman, said. “They had to go there, wait in line for hours to get medical care. Many of the tribal members have had kids in that hospital and now they are able to give back $1 million.”

A planned December 17 grand opening of the latest tribal property in northern California, the Red Hawk Casino near Placerville, is eagerly awaited. The tribal casino of the Mewalk Tribe could help grow the northern California gambling market.

Gambling grew by 10 percent in recent months in Italy "Wagers for April, including slot machines, sports betting, scratch cards and lotteries, were more than $4 billion," according to a statement from AAMS.


Gambling in Italy grew by 10 percent in the first four months of the year to $23,950 billion, the state gambling authority AAMS said.

A year ago, in April 2008, wagers were 4.076 billion. During the first quarter of this year, Italian gaming company Lottomatica reported higher results and said two-thirds of the rise it expected in full year earnings before interest, tax, depreciation and amortisation (EBITDA) came from its Italian activities.

Lottomatica holds the concession for Italy's Lotto game, Gratta & Vinci scratch cards and is also expanding in sports betting and online poker.

A competitor, Snia, is active in sports betting and operates Italy's largest horse betting network.
This morning, Lottomatica shares were up 2.59 percent at 15.85 euros and Snia shares up 1.82 percent to 2.80 euros, outperforming Milan's S&P/MIB index which was off 1.71 percent.

Washington state moves forward with new tribal gambling pact

A forthcoming hearing will examine a number of proposed changes in the Tulalip Tribes' gambling compact with the state of Washington. Changes may include allowing for the hiring of tribal members as casino workers who may not currently qualify under state rules.

The Washington State Gambling Commission on Thursday in Vancouver, Wash.is taking up the proposals.

Once approved, the amended compact will then go to Gov. Chris Gregoire for her expected endorsement and onto the Department of the Interior for final approval.

This pact is the state's oldest. Originally signed in 1991, it lays out the interplay of the state and the tribe in operation of gambling facilities. Past amendments, for example, have expanded hours of operation and increased numbers of machines at the two Quil Ceda locations.

The amendment deals with such things as control of tribal records held by the state, types of financial institutions with which the tribe can partner and resolution of disputes.

Most of the changes reflect the language of the state's other compacts with federally recognized tribes.

China relaxes visa rules, increases flow of tourists to Macau

China has eased restrictions on its citizens traveling to Macau, sending casino stocks soaring today as industry executives bet on record October earnings in the world's fastest-growing gambling market.
Shares of two firms, Galaxy Entertainment and Melco International, soared nearly 9 percent, and SJM Holdings was up more than 6 percent. This happened even while the broader Hang Seng stock index fell 0.7 percent.

Shares of U.S. casino companies were mixed, with Wynn Resorts up 1.2 percent at $70.02 in early morning trading. Las Vegas Sands was down a bit at 1.7 percent at $18.53, and MGM Mirage was down a tad at 1.2 percent at $13.06.

Worried that some Beijing area residents were wagering too much in neighboring Macau, China last year imposed new rules limiting them to two trips a year there.

Government officials started easing up on the rule as recently as two months ago, and noticeably loosened the restriction at the start of this month, said top executives at two of Macau's six casino licensees. This was clearly reflected in the sales figures, which have increased.

South Carolina mulls gambling plans

The state Senate Judiciary panel is holding public hearings March 23 at North Charleston City Hall and March 30 in Greenville County Council chambers. The meetings start at 5:30 p.m.

South Carolina politicians are seeking public input concerning new plans to allow gamblers to play cards with friends and let charities hold casino-night fundraisers.

Current state law bans all games with dice and cards, and all raffles except for the state lottery. State Senate President Pro Tem Glenn McConnell has proposed legislation to allow friendly games of poker and charity raffles.

State Lions Club executive director Gregg Turner told senators recently the 161 clubs statewide have lost $500,000 since law enforcement concerns ceased their raffles a year ago. That means fewer seniors are getting free hearing aids, glasses and eye surgeries, which were paid for through the charitable proceeds.

Arkansas Race Track Reports Revenues Jump 65 Percent

A horse racing track in Hot Springs, Arkansas – hometown of former President Bill Clinton -- is reporting a 65 percent jump in revenues from wagers on video poker, blackjack and other electronic games.
The Arkansas Racing Commission this week said gamblers wagered $29.7 million on Oaklawn Park's "electronic games of skill" last month. The commission reports that the track paid out $28 million in prizes.

More than $18 million had been wagered on the games in July 2008, according to the commission.

A West Memphis greyhound track also reported positive news. Southland Gaming and Racing gained $36.3 million in wagers last month, and only paid out $33.3 million.

Lawmakers in 2005 voted to allow Hot Springs and West Memphis to hold elections on electronic gaming machines at the towns' race tracks. Voters in both cities approved the games, overwhelmingly.

The state of Kentucky currently blocks Youbet.com's ads for it Internet betting service, but the ESPN policy may change hearts and minds there. 

Perhaps some way to advertise or wager on Churchill Downs horse racing events, online, is in the offing?

The new funds will bolster the state's budget, experts predict.

"I just hope and pray that my economic stimulus-job creation package resonates," said Sen. Lou D'Allesandro, a fierce gambling supporter who chairs the Senate Finance Committee.

The Senator forecasts that the panel, which will start voting on its version of the 2010-2011 budgets on Tuesday, will back expanded gambling.
Supporters of expanded gambling mounted a wide-ranging campaign in New Hampshire this year, hiring top lobbyists and spokesmen and winning the support of many of the state labor unions.

Bahnik claimed that local betting companies could be losing out on "several hundred million" dollars a year to foreign companies offering Internet gambling from outside the Czech Republic, but making no contribution to taxes or employment within the Republic.
The Czech Republic is looking to legalize Internet gambling in 2009. Radio Praha, Czech national radio reports that after years of lobbying and pledges to prevent minors from betting on their Websites, the country’s five biggest book makers will soon receive permits from the finance ministry to introduce Internet gambling.
One of those companies is Fortuna - and company executive Tomáš Bahník explains why the decision was so important for the firms. “We are sad and bitter that foreign Internet betting companies are allowed to operate in the Czech Republic without any control. There is no legal restriction. So we want to have the same opportunities as foreign companies.”

The gambling company executive said that the anticipated date for the issuance of the licenses is January 5, 2009, and that those companies in line to receive licenses have been preparing their operations and will be ready to launch on that day.
Bahnik adds that the regulatory regime would be closely watched, which he claimed was in contrast to the offerings of foreign online companies.
"Every person, including teenagers, can use foreign company online gambling sites Internet betting without control," Bahnik said. "Our main goal is to control this situation. If someone wants to bet through Fortuna on the Internet, they must register in a bricks and mortar office and show their ID. Only then will they be allowed to play. The idea is to accelerate the passage of new legislation for the development of the industry in Taipei, Taiwan.
 
The panel will lead the formation of government policy for the industry, bridging the differences among legislators over the issue. Previous dithering over gambling policy prevented the passage of the legislation in the past, compelling prospective gambling-industry moguls to shift plans and move operations to Macao and Singapore.
Andy Nazarechuk, president of the Singapore branch of the University of Nevada Las Vegas, noted for gambling-industry research, will brief the Presidential panel on Singapore’s experience in developing the gambling industry this week.
Nazarechuk, who is also an advisor to Singapore and Dubai governments for developing the gaming industry, is also leading a seminar sponsored by Soochow University, when the law school of the university and the University of Nevada Las Vegas will release the findings of their joint study on the best mode suited to Taiwan for the development of the gambling sector.
As the giant casino project of Singapore nears completion, interest among leading international gambling firms appears to be stoked, especially in view of the worse-than-expected performance of some new mega casinos in Macao.
The representatives of many leading gambling companies are attending the "forum on Taiwan’s gambling industry" next March, sponsored by the office of the Nevada state in Taiwan, when they will take the opportunity to probe the government’s policy stance again, according to experts. 
Seeking to stimulate their economic development, many Taiwanese municipalities have been scrambling to develop the gambling industry, including Penghu County, Taipei County, Kaohsiung County, Miaoli County, Changhwa County, Taoyuan County, Taichung City, Nantou County, Yunlin County, Pingtung County, and Taitung County. Governments have earmarked special gambling areas.
The Council for Economic Planning and Development (CEPD) reported that the government is scheduled to put forward the conclusions of its study on the gambling industry by the end of December, including its social impact, how to manage the industry, and Taiwan’s competitiveness for the industry. An official stressed that they need a complete management system for the industry, since it is a "very complicated."
Gambling is also a concern for the incoming U.S. president, Barack Obama, though he is now seeking to increase his portfolio and finance physical infrastructure throughout America, a project mocked by former Republican Senator Fred Thompson as "hiring people to dig holes and other people to put the dirt back in the holes."

Missouri casinos report four percent revenue growth for the quarter

The Kansas City casino market took in nearly $61.47 million in July, as gamblers continued to increase the amount of money they spend, individually, on each casino visit. 
Statewide, gambling revenues were up 4 percent for the quarter, a sign the recession is over in the Midwestern U.S.

As a result, casinos in the area remained ahead of their gross revenue for the first seven months of 2008.

The region's casinos continued their own recent trends. Market leader Ameristar’s revenue was $21.1 million. Harrah’s reported $16 million in revenues.  Another casino, Argosy, was up 5 percent in July to nearly $17.26 million, and No. 4 Isle of Capri was up 3 percent to nearly 7.08 million. Argosy and Isle have posted increases every month this year, experts said.

Across the state last month, Missouri’s 12 casinos took in $152.8 million, up 4 percent from a year ago. The St. Louis market was up 8.8 percent. The four Indian casinos all reported increases, too, powered by a 5.6 percent increase for the St. Jofolo casino.

Statewide, the casinos reported nearly 2.3 million patrons in July, up 3.2 percent from a year ago. Of those, 928,500 visited the Kansas City casinos, up just 0.2 percent.

The average loss per patron statewide was $66.54, up 0.8 percent, according to experts.

Casinos cutting blackjack minimum bets, luring new gamblers


The minimum blackjack table at the Seneca Niagara Casino in Niagara Falls used to be $10 -- but is now $5. That's 24 hours a day, and seven days a week.

The times are good for gamblers, for it may not be any easier to win, but the price of playing has dropped dramatically.
“We at Seneca Gaming Corporation, similar to other companies in Western New York, have noticed a change in consumer discretionary spending,” said Jillian Fiorella, spokeswoman for the corporation.

Eager to keep its customers gambling, Seneca Gaming has responded with a “Best Bets” campaign promoting its 97 percent payback slot machines and $5 minimum bet blackjack tables.

Other casinos are making similar moves. They are seeing good results. Operators of both Buffalo Raceway and Batavia Downs say their casinos did better in 2008 than in 2007. They partly attribute success to the increase in gasoline prices that discouraged customers from traveling long distances to gamble.

“We found our niche in Genesee County,” Nevins said of Batavia Downs. “We find people in Genesee, Orleans and the western side of Monroe County like it here instead of driving to Turning Stone [near Oneida] or Niagara Falls.”

Chicago wants to launch new downtown casino

"All one has to do is drive through those parking lots in Northwest Indiana and see all the Illinois plates,'' said Finance Committee Chairman Edward M. Burke (14th). "If those folks are gonna lose their money, they might as well lose it in Chicago."

Added another: "We've got to do something to generate some revenue,'' said Ald. Leslie Hairston (5th).

Jerry Roper, president of the Chicagoland Chamber of Commerce, said it's time to consider putting a casino downtown.

"It's centrally located. It can take advantage of the hotels, the restaurants and the theaters we presently have," he said.

But Mayor Daley said the city needs to work with the state legislature to finalize the details.

Daley said his support "all depends how it's positioned, and can it be government-owned? . . . And some are against that. They don't want government to own it."

Petition to allow gambling at horse-racing tracks in Michigan approved

A petition drive to allow gambling at horse-racing tracks in Michigan this week won approval from a state elections panel.
The action by the canvassing board on Wednesday means Racing to Save Michigan, a collaborative group of horse racing interests, may” collect signatures from voters in an attempt to get on the ballot next year,” the canvassing board indicated.

The gambling proposal is calling for an amendment to the Michigan constitution to authorize gambling at up to eight tracks in the Midwestern state.

The ballot measure would require voter approval next fall, in the pivotal 2010 mid-term elections, if enough signatures are collected by activists.

New Baltimore casino revenues set to grow

A renovated Baltimore casino on downtown Russell Street is, experts say, poised to boost its project's profits, and infuse new momentum into the state's slots program.
Baltimore's city developers are pledging to build the state's first slot-machine parlor, which will be several times larger than their original proposal and which, according to gaming industry analysts, likely will draw a wider client base with a more fashionable downtown location.

The plan now puts the casino on land that previously was once set for a sports complex. This was surprising to developers who said they didn't know the parcel was available for a casino, and it also presents more competition to another casino.

A rival developer Cordish Co. wants to build a casino in Anne Arundel County, the largest and most ambitious of the four casinos which are being proposed in the state, but one that is currently mired in zoning issues.

Jon Cordish, a vice president with the Cordish Co., said that if bidders had known that the city would make the Russell Street location available, the city site would have generated more interest. Cordish said it would have affected his views of the site as a slots location.

The Baltimore development group is moving to be the first to open in the state after voters approved slot machine gambling in November. That will present the city casino a new opportunity for building loyalty among customers, analysts say.

"There is always an advantage in business to opening first," Cordish said in an e-mail. He declined to further discuss the revised Baltimore plans.

Senator: Massachusetts Casinos �Inevitable�

 Massachusetts Senate President Therese Murray says it is "inevitable” that casinos will open in the state soon.
"We’re seeing hundreds of millions of dollars spent by our residents going to Connecticut and Rhode Island," Murray said. "So I think it definitely is inevitable."

A spokesman said that Murray reckons both a vote on casinos and the facilities themselves are foregone conclusions, but did not offer a specific timeframe.

According to Murray, on the question of whether she supports slots, or major facilities, she “supports destination casinos. But that’s only my own opinion."

Former House Speaker Salvatore DiMasi didn’t want to create a "casino culture" in Massachusetts. The House last session rejected Gov. Deval Patrick’s bill calling for “three resort casinos” on a 108-46 vote.

 The promotion this session of House Speaker Robert DeLeo, who supports casinos and slot machines at racetracks, has made gambling proponents enthusiastic about their prospects..

Political leaders have said a vote would occur next year. Just nine months into the session, the legislature still hasn’t scheduled a public hearing on gambling bills, though one is expected later this month.

Murray said the Senate was examining the state’s smorgasbord of economic development agencies and said they could be ripe for consolidation and cost-savings.

Ohio mulling a $600 million gambling expansion, officials say


The newly elected Speaker of the Ohio State House of Representatives said he is willing to consider casino gambling as a tactic to increase state revenue.
Democrat Armond Budish of Beachwood said gambling is one realistic option to help meet the anticipated $7 billion shortfall in the state's two-year budget.

Ohio voters have turned down casino gambling referenda four times, but gambling executives have already regrouped.
Budish has already conferred with executives of Penn National Gaming Inc. which owns Toledo Raceway in northwest Ohio and the Argosy riverboat casino in southeast Indiana, in the Cincinnati suburbs.

Gov. Ted Strickland (D-Ohio) opposed expanded casino gambling but did support the expansion of Keno to the lottery games offered in Ohio last year.

Advocates said casinos may boost gambling at Ohio’s seven horse tracks in Ohio, while raising $700 million annually and creating more than 16,000 jobs. So far, Keno gambling machines added to the horse tracks have not met initially rosy projections, however.

Last week, John Haseley, Strickland’s chief of staff, met with representatives of Penn National as well as anti-gambling representatives of the Ohio Council of Churches and the United Methodist Church.

Without the in-fighting and major campaign opposition from out-of-state casino operators like Penn National, and an Ohio casino vote has better odds of passing, said state Sen. Bill Seitz, a Republican from Green Township, referring to the $38 million spent by Argosy’s owner to defeat the Nov. 4 ballot issue.

That plan proposed a $600 million casino resort in Wilmington, Clinton County, by MyOhioNow. MyOhioNow’s developers said they are working on a new ballot issue this year for Wilmington and up to five other sites including Cincinnati.

Poll shows Ohio voters support expanded gambling

Voters are enthusiastically embracing Ohio Gov. Ted Strickland's latest casino expansion plan, according to a new Quinnipiac poll.
Quinnipiac College pollsters interviewed more than 1,000 Ohio voters, from Sept. 10-13, for the poll. The highlights include the following:

• Fifty-six percent of those polled said they support legalized casino gambling, versus 37 percent against. Fifty-eight percent are in favor of the November ballot issue which would place casinos in four cities, including Cincinnati, while 37 percent oppose it. Sixty percent are for video slot machines at state horse-racing tracks, and 34 percent are against the idea.

• Though they favor gambling, 60 percent of respondents said they were not likely to visit the new casinos, but would stick with their current entertainment preferences.

• Though they approve of his casino expansion proposals, a majority of Ohio voters disapprove of the way Strickland is handling the state’s economy – 54 percent, versus 33 percent who approve. Another 47 percent don’t like the way he handled the state budget, while 36 percent approve.

• In the 2010 governor’s race, Strickland leads John Kasich, his Republican rival, by a margin of 46 percent to 36 percent. This is considered very close for an election that is more than a year away, according to campaign experts.

"Casinos and resorts are all in the entertainment or hospitality industries and are experiencing that same tightening of the market. But there are a few out there that are still holding their own," said Allen.

A number of factors influence a casino's revenues, including: location, local competition, said Allen.
At Goldie's Shoreline Casino, a spokesman said gaming enterprises "tend to survive a little bit better than the store down the street."

For the state's Indian casinos, it's too early to tell how big an impact overall economic trends will have on the discretionary spending habits of gamblers, said Allen.

"There's not enough data yet to discern if those spending patterns are shifting dramatically," he said.
Gaming activities at some locales may simply are leveling off as casinos reach saturation in their respective markets, Allen said, noting too that casinos typically see a slowdown in business during the winter months.

New Hampshire Gov. John Lynch said this week that he had appointed 14 appointed members of the Gambling Study Commission, which he created through an executive order in July, and has charged them with reviewing various ways of expanding gaming in New Hampshire.

Ferrinni said he expects a substantial amount of data to be taken into account as a part of that, giving as examples the effect of gaming on other states, how it could affect New Hampshire's revenue picture and expenses, and the state and individual communities' quality of life.

Ferrini said he believes he was selected to serve on the commission because of his 20 years of experience as an attorney, his position as mayor and involvement in a number of boards, committees and organizations in Portsmouth, a city which he noted is well-known for its hospitality industry

“The commission's role will be to provide impartial analysis of the industry's prospects,” Ferrinni.

Gambling booming in Connecticut

A new state-ordered report indicates that legalized gambling is helpful to the Connecticut economy, but the state has done a poor job of regulating the industry.

The 390-page study, called "Gambling in Connecticut: Analyzing the Economic and Social Impacts," was conducted by Spectrum Gaming Group. It's the state's first analysis of legalized gambling in 12 years.

 "The goal was to look at the good, bad and ugly of gambling in the state," said Michael Diamond, Spectrum's vice president of research. "We had to go back to 1997 to find a study like this, so we wanted to give a comprehensive look at gambling in Connecticut since then."We concluded that there should be more state gaming regulation."

The report says Mohegan Sun and Foxwoods casinos are responsible for creating 12 percent of the new jobs in the state since 1992 and that the casinos have brought in $1.2 billion worth of personal income to the state.

Fifteen years ago, casinos added $24 million to the state's general fund; in 2007, casinos brought in $340 million. But although the state once distributed 78 percent of the money brought in by casinos to its 169 towns and cities, that amount has now dropped
to 21 percent.

Gambling revenues soaring in Pennsylvania

Congress may legalize Internet casinos to pay for health care reform

A year after taking political power in Washington D.C., the Democrats have finally figured out a how to end the pay on online gambling. Legalize it and tax it to pay for their pet project -- government-run health care.
A Joint Committee on Taxation study released today by Rep. Jim McDermott (D-WA) discovered that regulating Internet gambling, as proposed in pending legislation introduced by Representatives Barney Frank (D-MA) and Jim McDermott (D-WA), would generate nearly $42 billion over 10 years.

The research is based on the provision of a federal license for operators that would allow them to offer online gambling throughout the United States, while maintaining existing federal prohibitions on any form of sports betting.

"This analysis further reinforces the fact that a regulated environment will generate billions in new revenue to offset the costs of health care reform or other vital government programs," said Michael Waxman, spokesperson for the Safe and Secure Internet Gambling Initiative. "It's only a matter of time before Congress acts and begins allocating the billions in new revenue sitting on the table to one program or another."

The once-in-a-lifetime chance to generate billions in new revenue is important because of a congressional rule that any piece of legislation must either be budget neutral or offset with identified savings. 

"We believe this tax revenue analysis will encourage immediate discussions and consideration of pending legislation to regulate Internet gambling," added Waxman.  "With everyone acknowledging that attempts to prohibit the activity have failed, this provides even more incentive for Congress to act."
